The closest predecessor of Poker is the game called 'Poque' or 'Poch' which originated from France. It is a game that evolved from the Spanish game called 'Primero'. Then French colonists brought Poque in North America (New Orleans) where English settlers added more features and anglicized it to the term 'Poker'.
But some historians suggest that Poker might have originated thousand years ago. It's possible roots is either during the 10th century where a Chinese emperor played a domino card game or during the 16th century where Persian people play a game called "As Nas".

It is one of those things that we will probably never know which is often the case with the invention of great games. I have certainly hear about the French references before but as you say this is far from certain.
